Valencia tackles empties

The very brief Ashurst summary highlights strong measures taken by Valencia (in Spain) to tackle properties being repossessed by lenders (as far as we can tell).   There seems to be an obligation to keep the property occupied: this also protects owners faced with eviction as a result of repossession. In this case the obligatory substitution of a teancy would prevent the home becoming empty.
