I had quite a long chat on the phone with Ben Kochan as he was preparing this article. This was the quote I offered him: “There needs to be more strategic and preventive approach, that understands the dynamics of housing markets and neighbourhood decline and intervenes earlier. Once the downward spiral of decline is under way it becomes that much harder to reverse. Longer-term support is required for effective partnerships between local authorities and existing or newly-forming community groups to grow, instead of short-term funding streams that nobody can plan around. All social housing providers can look at the kinds of disposals of their stock that will build communities rather than just off-loading to the highest bidder in ways that accelerate decline.” The scope of the article, as I understood it when talking to Ben, was addressing clusters of empties in the context of regeneration, rather than empty homes generally.
