This links to the page where you can download the new version of what was previously called the "Draft Structural Reform Plan". Despite the date range of 2011-15, it does include actions and milestones from 2010. The sections relevant to empty homes are at 4.4 (Home on a Farm scheme) and 4.8 (mainstream empty homes work).
Note that in addition to this document on the CLG website there is an on-line version of the plan on the Prime Minister's Office site for which a separate library item will be added. The on-line version allows comments....
