Issued in February 2009, this document contains policies subsequently incorporated into Building Strong Foundations - the Conservative's "green paper" on housing.
We shall now find out how many of these policies will play out in practice. As we have commented elsewhere, empty homes was not covered by the Conservative manifesto at all.
