It is diffiicult to see exactly what the formal (i.e. legislative or regulatory) aspect of this news item amounts to. Perhaps more will emerge shortly. There is a long-standing presumption against new development in the countryside that is or was enshrined in some circular or other. Is Guidance being changed? This may be a piece of pseudo-news to try and show that something positive is happening somewhere before the cuts are announced later this week. Apparently it relates to a letter sent by Andrew Stunell to Chief Planning Officers about relaxing policy to make this easier but the CLG news item does not mention this nor is there any link to the letter on either the housinig or planning website.
