This RPT decision is relevant to the service of Housing Improvement Notices when.
Among the deeply troubling, not to say absurd, aspects of the decision is that the RPT felt that the housing authority's action was not appropriate for an empty property, yet the property was in fact occupied by squatters and had been for several months. There are some operational lessons to be learned from the sequence of events.
It is also of interest that the occupation by squatters would delay EDMO action.
