This has been added to the library because it defines what is and is not within the Housing Revenue Acccount. This is relevant to leasing schemes for the time being, as PSL schemes are not normally within the HRA. However that is not defined in this piece of legislation but elsewhere as described in the Housing Revenue Account manual
