A critical point here is that the proposals make local authorities responsible for private sector empties. Every owner of a long-term empty home (excluding the exemption categories) will be costing their community money. If you bring down the number of empty homes you will get a reward. If you then sustain it that lower level, you will cease to get any reward. If the numbers creep up you will lose money.
