Property Guardians - Guardian article criticising the idea

This article is critical of Property Guardians as provided by firms such as Ad Hoc Property Management and Camelot. The objections seem to be mainly that the Guardians are licensees not tenants and that (I think!) they reduce the amount of property available for squatting. This is of some relevance to us because our EPP of the year awards have been sponsored by both Camelot and Ad Hoc.
A balanced view might be that nobody is forced to become a Property Guardian. For the occupant it is probably a better option than squatting as conditions are likely to be better and there is a reasonable expectation of a few months' stay. The number of properties involved is so low it cannot reasonably be said to impact the opportunities for squatters.
