The legislation behind the 2011 changes to the arrangements for paying subsidy in respect of leased accommodation. Most relate to Article 17 of the The Income-related Benefits (Subsidy to Authorities) Order 1998 - but don't refer back to the original legislation because 17 was completely rewritten: "Article 17 was substituted by S.I. 2009/2580 and amended by S.I. 2010/2481."
