This is the amendment to the General Permitted Development Order that allows retail premises (Use Classes A1 and A2) to have upper floors covnverted to 2 flats instead of the previous 1 without needing planning permission (or the reversal of such a change. This came into force on 1st October 2012 as announced by Eric Pickles on 6tgh September in the Housing and Growth announcement.
