What to expect from the session

This free full-day, classroom-based training session is designed to support local authority professionals managing complex, long-term empty homes cases. The session is led by David Armstrong, a highly respected enforcement trainer with over 30 years’ experience in environmental law, housing enforcement and anti-social behaviour. A former Head of Litigation, he has supported local authorities across the UK through both casework and national training.

This is a problem-led training day, structured around real enforcement challenges faced across empty homes, environmental health, housing enforcement, planning, and community safety roles.

Across the day, we will explore:

  • Notice drafting, service issues and where cases commonly fail

  • Applying statutory powers in practice, including:

    • LGMPA 1982 (securing powers)

    • Section 215 TCPA 1990

  • Statutory nuisance and enforcement pathways

  • Choosing between enforcement routes (CPN vs Section 215 vs EDMO)

  • Tactical decision-making and escalation timing

  • Real case examples, practical frameworks, and implementation approaches
