What to expect from the session
This free full-day, classroom-based training session is designed to support local authority professionals managing complex, long-term empty homes cases. The session is led by David Armstrong, a highly respected enforcement trainer with over 30 years’ experience in environmental law, housing enforcement and anti-social behaviour. A former Head of Litigation, he has supported local authorities across the UK through both casework and national training.
This is a problem-led training day, structured around real enforcement challenges faced across empty homes, environmental health, housing enforcement, planning, and community safety roles.
Across the day, we will explore:
Notice drafting, service issues and where cases commonly fail
Applying statutory powers in practice, including:
LGMPA 1982 (securing powers)
Section 215 TCPA 1990
Statutory nuisance and enforcement pathways
Choosing between enforcement routes (CPN vs Section 215 vs EDMO)
Tactical decision-making and escalation timing
Real case examples, practical frameworks, and implementation approaches

Why attend?
Many empty homes cases stall not due to lack of effort, but due to uncertainty around enforcement options, risk, or escalation timing.
This session is designed to help you:
Make clearer, more confident enforcement decisions
Avoid procedural and legal pitfalls
Apply legislation more effectively in real-world scenarios
Progress stalled or complex cases
Develop more consistent, defensible approaches across your workload
